Google has issued a big update for the Google+ iOS app (Free, App Store Link), bringing improvements such as support for video hangouts, and improved push notification settings.
The update is live in the App Store (link), and video conferencing appears to work quite well over both 3G and WiFi. The full list of changes can be seen below.
