    This setting (in System Preferences) does not stick through a system restart or shut down and power up cycle.

      That is interesting. It has never caused me a problem.

        Not a problem unless you visit a porn site and quit. Then the girl friend/wife starts up Safari to check Facebook and bam! You are in the dog house. Also if you quit to get away from some web page that locks up Safari. It will auto reload that same page when it starts up again.
